sir,

I am commanded by the Army Council to inform

you that an officer (Lieutenant R.M.Crosse, Royal

Garrison Artillery) was lately detailed by them to

proceed to Canton for a two years 1 course of study

in Cantonese. It is understood that certain

officers serving under the Colonial Office are also

sent to Canton for this purpose. 1 am, therefore,

to enquire whether it would be possible for the

examination of military officers, at the end of each

year of their course, to be carried out by the same

authority which carries out the examination in the

case of officers in the Colonial Service.

A similar examination is carried out on behalf

of the Army Council by the Chinese Secretary of the

Legation at Pekin, in the case of officers detailed

to study Pekingese.

1 am to add that should the Secretary of State

for the Colonies see his way to permit the adoption

of this procedure, it would be of great assistance

to the Army Council.
